Trust buckets

Public UX uses buckets before numbers.

Bucket	Meaning
trusted	Current, supported, clean, and assistant-eligible.
caution	Useful but weaker, private, old, conditional, or partially supported.
needs_review	Human or Courtroom decision needed.
suppressed	Stale, rejected, superseded, wrong scope, or low quality.
forensic_only	Test/eval/diag/smoke/benchmark, secret-like, junk, or raw residue.

Legacy numeric fields such as confidence and trust_score may appear for compatibility, but they are not the source of truth.
